0568 RESOLUTION NO. 568 ( #13 - 02)
A RESOLUTION EXPRESSING OPPOSITION TO PASSAGE OF
PROPOSED INITL4TED AMENDMENT THREE; AND, FOR OTHER
PURPOSES.
WHEREAS, Amendment Three, the proposed constitutional
amendment to abolish and prohibit taxation of food and medicine, has been
certified to be on the November 5, 2002, General Election ballot;
WHEREAS, passage of Amendment Three would result in
anticipated losses of up to $321,000,000.00 to Arkansas state government
and will total approximately 30% loss of local sales tax revenue to counties
and cities throughout the State;
WHEREAS, loss of this revenue would result in the loss of the soft
drink tax, which is a source of income of the Arkansas Medicaid Program
that supports the elderly and low income, municipalities with Hotel /Motel/
Restaurant taxes would lose approximately 75% of such revenue, and loss
of all such revenue would result in the loss of or reduction of municipal
services such as law enforcement, fire protection, sanitation, parks,
airports, convention centers, and public works project; and,
WHEREAS, it is anticipated that the passage of Amendment Three as
proposed would cause irreparable damage to the quality of life for every
Arkansan.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: The City Council of the City of Jacksonville,
Arkansas opposes Initiated Amendment Three and urges all citizens to work
and vote to defeat this Amendment in the November 5, 2002, election.
SECTION TWO: Any and all other Resolutions in conflict
herewith are hereby repealed to the extent of said conflict. This Resolution
shall be in effect from and after its date of passage.
