0536 RESOLUTION NO. 536 ( #12 - 2000)
A RESOLU77ON OPPOSING CONSTITUTIONAL AMENDMENT NO. FIVE (LEGALIZATION OF
GAMBLING IN THE STATE OFARKANSAS); AND, FOR OTHER PURPOSES.
WHEREAS, proposed Amendment Five, to be addressed by voters on the 2000 General Election
ballot, will establish a state lottery and authorize other forms of legalized gambling through Charitable
bingo games, and raffles, and authorize six (6) casino gambling establishments (one each) in Boone,
Crittenden, Garland, Miller, Pulaski, and Sebastian Counties;
WHEREAS, legalized gambling as proposed by Amendment Five in the State of Arkansas would
create moral and financial problems for the citizens and communities of Arkansas, requiring local
government agencies to hire and train additional staff and police to handle the additional traffic and
problems associated and created by legalized gambling.

NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE,
ARKANSAS, THAT:
SECTION ONE: The City Council of the City of Jacksonville, Arkansas, hereby opposes
the proposed Amendment Five for the 2000 General Election ballot.
SECTION TWO: All resolutions or parts of resolutions in conflict herewith are hereby
repealed to the extent of said conflict.
