0534 RESOLUTION Na 534 (#10 - 2000)
A RESOLUTION OPPOSING AMENDMENT THREE OF THE NOVEMBER 2000 GENERAL
ELECTION BALLOT, KNOWN AS THEJUDICL4L ARTICLE; AND, FOR OTHER PURPOSES.
WHEREAS, in 1999, the Arkansas General Assembly referred a Constitutional Amendment to
the voters of Arkansas for the November 7, 2000 General Election, known as Senate Joint Resolution
9 (SJR 9) and titled Amendment Three for the 2000 ballot;
WHEREAS, Amendment Three makes sweeping changes to the State's judicial system, some
of which are harmful to municipal govemment through the elimination of the municipal court system;
WHEREAS, municipal courts provide citizens of this state with a localized judicial system
accountable to those citizens; and,
WHEREAS, Amendment Three will likely further deplete the already scarce revenue sources for
municipalities,,by creating a district court system that will supercede any and all municipal court
systems.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE,
ARKANSAS, THAT:
SECTION ONE: The City Council of the City of Jacksonville, Arkansas, opposes SJR 9,
known as Amendment Three for the 2000 General Election ballot, as it will limit local government's
authority, deplete Arkansans' ability to judicially govern themselves at a local level, and potentially
remove control of certain municipal services through revenue and resource losses.
SECTION TWO: All resolutions or parts of resolutions in conflict herewith are hereby
repealed to the extent of said conflict.
