0533 RESOLUTION NO. 533 ( #9 - 2000)
A RESOLUTION EXPRESSING OPPOSITION TO AMENDMENT TWO OF THE NOVEMBER 2000
GENERAL ELECTION BALLOT; AND, FOR OTHER PURPOSES
WHEREAS, in 1999, the Arkansas General Assembly referred a Constitutional Amendment to
the voters of Arkansas for the November 7, 2000 General Election, known as House Joint Rule 1015
and titled Amendment Two for that ballot;
WHEREAS, while Arkansas' property taxes are among the lowest in the nation, its sales tax rate
is among the highest. Amendment Two proposes to raise the state sales tax rate more and reduce
even further local property taxes; and,
WHEREAS, such a tax reapportionment is unnecessary and without merit, for a raise in the
State sales tax, rate will stifle the ability of citizens and local government to address specific local needs
and fund those needs with local sales tax revenue and current methodology of taxation in the State
of Arkansas is fair and equitable.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE,
ARKANSAS, THAT:
SECTION ONE: The City Council of the City of Jacksonville, Arkansas, opposes
Amendment Two of the 2000 General Election ballot, declaring such unnecessary, and predicting such
will stifle the ability of local government agencies to address specific local needs.
SECTION TWO: All resolutions or parts of resolutions in conflict herewith are hereby
repealed to the extent of said conflict.
