0506 RESOLUTION NO. 506 (#2 - 98)
A RESOLUTION URGING THE SUPPORT OF THE PROPOSED ANNEXATION OF TJI E PROPERTY COMMONLY
KNOWN AS OF THE WATKINS PROPERTY; AND FOR OTHER PURPOSES.
WHEREAS, portions of the Watkins Property have previously been annexed into the city limits of the City of
Jacksonville, Arkansas, but a large portion of the Watkins Property remains outside the City;
WHEREAS, Waste Management of Arkansas, Inc. is the true and correct owner of the unannexed Watkins
Property;
WHEREAS, the City of Jacksonville, Arkansas, is the adjoining and surrounding duly organized municipality
within Pulaski County to the said Watkins Property; and,
WHEREAS, the City of Jacksonville, Arkansas, and Officials of Waste Management of Arkansas, Inc. are in
complete agreement that annexation of the unannexed property of the Watkins Property would be advantageous and
beneficial to all parties.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE,
ARKANSAS, THAT:
SECTION ONE: The City Council wholeheartedly urges support and approval of the proposed annexation of
the unannexed portion of the Watkins Property, as shown on the attached map (Identified as Attachment "A" and made
a part hereof).
SECTION TWO: The following property, as more particularly described below and as shown on the attached
map shall be annexed and accepted by the City of Jacksonville, Arkansas:
Part of the Southeast 1/4 of the Southeast 1/4 of Section 35 and part of the Southwest 1/4
of the Southwest 1/4 of Section 36, Township 3 North, Range 11 West, and part of the
Northeast 1/4 of the Northeast 1/4 of Section 2, Township 2 North, Range 11 West all lying
Northwest of the Union Pacific Railroad in Pulaski County, Arkansas, being more particularly
described as follows:
BEGINNING at the Northwest corner of the Southeast 1/4 of the Southeast 1/4 of said
Section 35; thence South 89 26' 08" East along the North line of said Southeast 1/4 of the
Southeast 1/4 a distance of 1326.55 feet to the Northeast corner of said Southeast 1/4 of
the Southeast 114; thence continuing South 89° 26' 08" East along the North line of said
Southwest 1/4 of the Southwest 1/4 a distance of 1216.13 feet to a point on the Westerly
right -of -way line of Union Pacific Railroad (100' RAN); thence along said Westerly tight -of-
way line on a curve to the left having a radius of 15,137.73 feet, an arc length of 510.26 feet
and a chord which bears 46° 29' 42" West 510.24 feet thence South 45° 57' 01" West along
said Westerly right -of -way line 3057.25 feet to a point on the West line of said Northeast 1/4
of the Northeast 1/4; thence North 00° 34' 11" East along said West line 1240.48 feet to the
Northwest corner of said Northeast 1/4 of the Northeast 1/4; thence continuing North 00°
34' 11" East along the West line of said Southeast 1/4 or the Southeast 1/4 a distance of
1261.60 feet to the POINT OF BEGINNING containing 72.839 acres, more or less.
SECTION THREE: The Mayor, City Clerk, and City Attorney are hereby authorized to prepare, execute, and
file the appropriate documents to complete said annexation process.
SECTION FOUR: Upon approval of said annexation by the Pulaski County Judge, F. G. (Buddy) Villines, the
City Council hereby authorizes, accepts, and approves the annexation of the above described property by the City of
Jacksonville,
SECTION FIVE: Any and all resolutions or parts of resolutions in conflict herewith are hereby repealed to the
extent of said conflict.
SECTION SIX: This Resolution shall have full force and effect immediately after its passage.
