A RESOLUTION URGING THE PULASKI COUNTY QUORUM COURT TO CON77NUE SEARCHING
FOR ALTERNATIVE FUNDING METHODS FOR OPERATION AND EXPANSION OF THE
PULASKI COUNTY REGIONAL JAIL FACILITY; AND, FOR OTHER PURPOSES.

WHEREAS, THE CITY OF JACKSONVILLE RECOGNIZES THE NEED TO SECURE ADEQUATE
LONG - TERM FINANCING OF THE PULASKI COUNTY REGIONAL JAIL;
WHEREAS, THE CITY OF JACKSONVILLE I5 WILLING TO PARTICIPATE IN NEGOTIATIONS TO
RESOLVE THE FUNDING PROBLEMS;
,, WHEREAS, THE MAYOR AND CITY COUNCIL HAVE REVIEWED OPTIONS TO OFFSET THE
I ,
PROPOSED ONE SALES TAX REDUCTION.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: IT HAS BEEN DETERMINED THAT THE CITY OF JACKSONVILLE CANNOT ABSORB
A ONE MILLION DOLLAR LOSS OF REVENUE WITHOUT A SUBSTANTIAL REDUCTION IN SERVICES AND
PERSONNEL.
SECTION TWO: A PLAN OF POSSIBLE SCENARIOS HAS BEEN DEVELOPED TO COUNTER THE
IMPACT OF THE LOSS OF REVENUE (SEE ATTACHMENT I ).
SECTION THREE: THE CITY COUNCIL GOES ON RECORD AS OPPOSING THE PROPOSED
ORDINANCE TO CALL AN ELECTION FOR REDISTRIBUTION OF THE EXISTING ONE CENT COUNTY SALES
TAX, AND ENCOURAGES CONTINUED EFFORTS TO SECURE A PERMANENT FINANCING METHOD FOR
OPERATION AND FUTURE CONSTRUCTION NEEDS OF THE PULASKI COUNTY REGIONAL JAIL.
SECTION FOUR: ANY AND ALL RESOLUTIONS IN CONFLICT HEREWITH ARE HEREBY REPEALED
,
TO THE EXTENT OF SAID CONFLICT.
SECTION FIVE: THIS RESOLUTION SHALL HAVE FULL FORCE AND EFFECT IMMEDIATELY
AFTER ITS PASSAGE.
