0445 RESOLUTION NO. 445 ( #3 -92) A RESOLUTION REQUESTING ACTION AND SUPPORT FROM STATE AND FEDERAL OFFICIALS IN COMPLETION OF CHEMICAL WASTE DISPOSAL PROJECTS IN JACKSONVILLE, ARKANSAS; AND, FOR OTHER PURPOSES. WHEREAS, recent developments in air monitoring results p at the chemical waste disposal site in Jacksonville have resulted in State and Federal officials, specifically Arkansas Department of Pollution Control and Ecology (ADPC &E), postponing completion of the disposal process; and, WHEREAS, the City Council understands that results of monitoring and testing require extensive evaluation and analysis and that health and safety level perimeters set forth by State and Federal officials have not yet been exceeded by emissions of the project; and, WHEREAS, completion of the waste disposal project will resolve twelve (12) years of continual problems that have a negative effect on our community. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT: SECTION ONE: State and Federal officials are urged to act quickly and safely to resolve problems facing the disposal process of chemical waste present in the City of Jacksonville. They are urged to implement an efficient, effective, and comprehensive analysis of available data and information and address the legitimate nature of health and safety guidelines previously established. If analysis of the process is within established and approved regulation requirements, the appropriate officials should recognize the negative effect continued delays, subjection to special interests, political influences, and changes in operational guidelines has on our community and act accordingly to eliminate those factors continuing to delay completion of the project. SECTION TWO: While it is not the place of the City Council to analyze actions taken by State and Federal officials, it is the City Councils' place to express concerns of the citizens of this community over continued delays in completion of this project. If the disposal process is not adequate to meet all appropriate standards, the Council urges State and Federal officials to inform the Council of alter- nate processes for disposal and at what point State officials would implement a new process. The City Council strongly urges State and Federal officials to move with all due haste to safely and effectively rid our community of its chemical waste problems. SECTION THREE: Any Resolutions or parts of Resolutions in conflict herewith are hereby repealed to the extent of the conflict. SECTION FOUR: This Resolution shall be in effect from and after its date of passage. APPROVED AND ADOPTED THIS DAY OF MARCH, 1992.
