0768 2io ORDINANCE NO. 7 6 8 (#1-85) AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE PURCHASE OF RADIO FREQUENCY ALARM SYSTEMS FOR THE JACKSONVILLE POLICE DEPART- MENT; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. WHEREAS, it is necessary for the adequate operation of the Jacksonville Police Department that a radio frequency alarm sys- tem be installed in order to provide proper protection for the residents of the City of Jacksonville, and WHEREAS, there is only one company that manufactures the radio frequency alarm system, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT: 1. Competitive bidding for the purchase of a radio fre- quency alarm system for the Jacksonville Police Department would be costly and nonproductive, making said competitive bidding not feasible or practical as there is only one company, namely, Audio Intelligence Devices in Ft. Lauderdale, Florida, who can supply such a system. 2. We hereby waive competitive bidding pursuant to Ark. Stat. Ann. ~19-4425, for the purchase of a radio frequency alarm system and authorize the expenditure of not more than $7,060.00 for said purchase from Audio Intelligence Devices in Ft. Lauderdale, Florida. 3. Whereas, there exists an emergency situation as a result of a need for a radio frequency alarm system and lives and property are endangered, it is necessary for the protection of the citizens' public health, safety and welfare, for this ordinance to be in effect immediately.
