13 NOV 12 CITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING NOVEMBER 12, 2013 7:00 P.M. – 7:13 P.M. OPENING REMARKS: The Planning Commission of the City of Jacksonville, Arkansas met in regular session on November 12, 2013. Vice Chairman Ott opened the meeting at approximately 7:00 p.m. expressing appreciation to those in attendance. ROLL CALL: Commissioners Jim Peacock, Jr., Scott Scholl, Jim Moore, Avis Twitty, Eric McCleary and Alderman Bill Howard answered ROLL CALL. Vice Chairman Ott also answered roll call and declared a quorum. PRESENT (7), ABSENT (2). Others present for the meeting were City Attorney Bamburg, City Engineer Jay Whisker, Glen Keaton, Nick Whisker, Tommy Bond, Mayor Fletcher, interested citizens, petitioners, and press. CORRECTION AND/OR APPROVAL OF MINUTES: Commissioner Moore moved, seconded by Alderman Howard to approve the minutes of the regularly scheduled Planning Commission meeting of 14 October 2013 as presented. MOTION CARRIED. PRESENTATION OF SERVICE PLAQUE: Former Chairman Glen Keaton was recognized for his service and leadership to the Jacksonville Planning Commission. He was presented a plaque and engraved gavel commemorating his years of service. Glen Keaton expressed his appreciation, saying that he enjoyed his time on the Commission and serving with his fellow Commissioners. NOMINATIONS FOR CHAIRMAN: Alderman Howard nominated Vice Chairman Ott to serve as Chairman for the remainder of 2013. Commissioner Moore seconded the nomination. MOTION CARRIED. Alderman Howard nominated Commissioner Jim Moore to serve as Vice Chairman to the Planning Commission and Board of Adjustment Chairman. Commissioner Scholl seconded the nomination. MOTION CARRIED. It was noted that newly appointed Commissioner Rick White would also serve the Board of Adjustment as a member of the Planning Commission. Members serving the Board of Adjustment from the Planning Commission are Chairman Jim Moore, Alderman Howard and Commissioner Rick White. PUBLIC HEARING(S): REQUEST TO APPROVE PLAT(S): a. REVISED PRELIMINARY PLAT: Jaxon Terrace Phase 10 Mr. Tommy Bond of Bond Engineering, representing the item of business for developer Dickey Jones, stated that the Planning Commission’s recommended revisions from last month’s meeting have been made to the preliminary plat. CITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING NOVEMBER 12, 2013 7:00 P.M. – 7:13 P.M. City Engineer Whisker stated that there are no further concerns to be addressed. In response to a question from Commissioner Moore, Mr. Bond stated that the developer has agreed to put down a base of gravel to afford emergency vehicle access. City Engineer Whisker stated that the developer has agreed to put in either two culdesacs back-to-back or leave a strip in-between for access. He then added that both the Water and Sewer Departments have agreed to the revised plat. He continued say that the lots were adjusted and it is a situation that has worked out well for everyone involved. Alderman Howard moved, seconded by Commissioner Peacock to approve the preliminary plat of Jaxon Terrace Phase 10 as revised. MOTION CARRIED. b. FINAL PLAT Entergy-Jacksonville Subdivision 7801 John Harden Drive There was no one present to represent the item of business. The final plat for Entergy was not addressed. BUILDING PERMIT(S): SITE PLAN C S Development 1100 North James Street Representative Tommy Bond stated that the developer will construct the parking up to the building which will be on the north end of the project. He related that the property is zoned C-3. It was noted that the commercial businesses located on this lot would be a car lot and a cell phone business. Commissioner Moore pointed out that the need for a landscaping plan and the sidewalk. City Engineer Whisker stated that he has discussed those items with the developer. Discussion ensued regarding enforcement for maintenance at businesses that have neglected their landscapes. Mr. Bond noted that the City of Sherwood requires businesses to install a sprinkler system for their landscaped areas. In response to a question from Commissioner Moore, Mr. Bond answered that he does not believe the developer has any plan regarding access from the rear of the building. He noted that the pavement stops to the side of the building and does not continue around to the rear. He stated that he is not aware if there will even be a back door to the building. Commissioner Twitty moved, seconded by Commissioner Scholl to approve the site plan for C S Development 1100 North James Street as submitted. MOTION CARRIED.
