REGULAR PLANNING COMMISSION MEETING
SEPTEMBER 10, 2012
7:00 P.M. – 7:29 P.M.
OPENING REMARKS:
The Planning Commission of the City of Jacksonville, Arkansas met in
regular session on September 10, 2012. Chairman Keaton opened the
meeting at approximately 7:00 p.m. expressing appreciation to those in
attendance.
ROLL CALL: Commissioners Jon Johnson, Scott Scholl, Joe Cummings, Joe
Ott, Eric McCleary, and Alderman Bill Howard answered ROLL CALL.
Chairman Keaton also answered roll call and declared a quorum.
PRESENT (6), ABSENT (3).
Others present for the meeting were City Attorney Bamburg, City
Engineer Jay Whisker, interested citizens, petitioners, and press.
CORRECTION AND/OR APPROVAL OF MINUTES:
Alderman Howard moved, seconded by Commissioner Cummings to approve
the minutes of the regularly scheduled Planning Commission meeting of
8 August 2012 as presented. MOTION CARRIED.
PUBLIC HEARING(S):
REQUEST TO APPROVE PLAT(S): a. PRELIMINARY & FINAL PLATS Northlake PH
XIII-B, Lots 11-18
Mr. Tommy Bond of Bond Engineering related that this phase is a
portion of Northlake PH XIII-A; he related that all the utilities have
been completed. He stated that their elevations show that this phase
is not within the flood plain, however the City map shows it may be.
He stated that it would be sorted out with FEMA. He then noted that
the streets are in as well as the water and sewer.
City Engineer Whisker stated that all the utilities are completed,
adding that the lots will carry the “F” designation until a LOMR is
issued, which is only paperwork and will not affect the sale of lots.
Mr. Bond stated that the lots have been built up. He then agreed that
the bill of assurance would be corrected regarding typos. He answered
Chairman Keaton that the preliminary plat was approved over a year ago
so it would have to be re-approved.
Commissioner Ott moved, seconded by Alderman Howard to approve the
Preliminary and Final Plats of Northlake PH XIII-B, Lots 11-18,
contingent on corrections to the bill of assurance. MOTION CARRIED.
b. FINAL PLAT CE Trailer Park
Mr. Bond related that the plat has been withdrawn by the petitioner.

c. PRELIMINARY & FINAL PLATS 7801 John Harden Drive
Mr. Dave Ingram representing Entergy related that Entergy purchased
the property consisting of approximately 30 acres last year from the
Montgomery family. He related that the north half consisting of
approximately 17 acres is wetlands that is not intended for
development. He explained that lot 1 is the part being developed.
City Engineer Whisker related that the property was previously known
as Reed’s Mobile Home Sales located almost at the County line on John
Harden Drive.
Mr. Ingram stated that the property would be developed as a
distribution service center for Entergy, adding that it would replace
the one currently located on Marshall Road.
City Engineer Whisker stated that they are requesting to preliminary
plat the entire property but are only developing lot 1, noting that it
would cut down on the sidewalk length they will have to construct. He
related that the entire parcel would be fenced. He then stated that
there are no plans to develop the remaining 17.3 acres to the north.
He noted that the property has water but there is no sewer in that
area. He related that once the property is developed they would return
with the final plat of the property. He noted that this is the typical
process for a commercial single lot subdivision.
Alderman Howard moved, seconded by Commissioner Johnson to approve the
preliminary plat of 7801 John Harden Drive as requested. MOTION
CARRIED.
BUILDING PERMIT(S): SITE PLAN 7801 John Harden Drive
Mr. Ingram stated that the front part of Lot 1 would be the service
center building and then to the rear and the south would be the pole
equipment yard.
Chairman Keaton questioned if there would be landscaping requirements
and City Engineer Whisker stated that the building has very few
parking spaces and anything under 15 spaces exempts the requirement
for landscaping. He went on to say however, Entergy is planning to do
some landscaping in the front area of Lot 1. He then stated that they
are dedicating an area on the north side of the parcel for the
“Welcome Jacksonville” sign to be placed there.
Mr. Ingram stated that he has submitted that plan to Entergy’s
corporate real estate group and they will make the final decision. He
noted that the group would take into consideration any environmental
assessments regarding the property before it can be approved. He
stated that it is known as a “declaration of surplus” regarding any
dedications or donations.

City Engineer Whisker clarified that he is working with Entergy to see
if that can happen.
Alderman Howard moved, seconded by Commissioner Johnson to approve the
site plan for Lot 1, Entergy Subdivision 7801 John Harden Drive.
MOTION CARRIED.
GENERAL: PUBLIC HEARING to amend the Land Use Map and the Master
Street Plan
Chairman Keaton opened the public hearing at approximately 7:15 p.m.
City Engineer Whisker related that the Master Street Plan sets up the
future development of streets in Jacksonville as land development
occurs. He noted areas on the map that are projected to develop such
as Southeastern at Military, which is slated to develop all the way to
I-40. He then noted that when the Dollar General developed at
Military and Loop Roads, the developers granted a 100’ right-of-way
for the future development of Loop Road and the monies to construct
two lanes of that Road. He noted that the frontage roads along Hwy.
67/167 and I-440 and then noted that Emma in Bushwood Subdivision is
slated to extend north. He reviewed the plans for West Main which is
being proposed as straightening from the S curve over to Harris Road.
He pointed out the Oneida extension in Northlake leads from Oneida to
Jacksonville cut-off and then to General Samuels across from Adams
Drive. He stated that the Base gate on Arnold Drive needs to extend
to the west to make that an intersection over into what would be the
north area of Sherwood. He then noted that Coffelt Road is projected
to attach across to the Oak Ridge Ranch Subdivision and then to the
north Coffelt will eventually attach to Republican Road. He then
reviewed that in the south area of Jacksonville, Government Well Road
has extensions leading down toward Wooten Road. He noted that most
connections are in the proximity of 1 mile apart, which is typically
how major city roadways are designed along section lines to develop.
He stated that he would like to have the map available on the web site
for public comment. He stated that if there were no additions, he
would like to take it before City Council for adoption after a 30 day
period. He stated that if there were suggested changes before that
time, he would bring it back to the Planning Commission for additional
considerations.
He then reviewed the Land Use Plan; saying that it is similar to the
Master Street Plan except the Land Use Plan is proposed to determine
if a property should be slated for commercial, industrial, or
residential development. He stated that its purpose helps to set
rezonings for looking at a different area. He cited the example of
the mixed-use overlay district along Main Street from Sharp Street to
the Main Street Overpass, which allows for business and residential
mixed on the same property.

Mr. Rizelle Aaron questioned once the Master Plan is approved by the
City Council, what is the process to address any additional suggested
changes.
City Engineer Whisker answered that it would go through the same
process, explaining that every few years the Land Use Map is
revisited. He noted that in particular, the Land Use Map is being
revisited because of the recent annexations into the City. He related
that there are places in the south that may be annexed within the next
year or so, the Plan is revised every few years and goes through the
same process to consider revisions.
City Attorney Bamburg noted that each time there is a rezoning it
modifies the Land Use Map and the Master Street Plan.
Chairman Keaton closed the public hearing at approximately 7:23 p.m.
Commissioner Scholl questioned if the city is considering any plans
for bike lanes and pedestrian walkways.
City Engineer Whisker pointed out that recently there was a bike lane
established on Loop Road, adding that he has had interest from several
bike enthusiasts requesting bike paths through the City. He stated
that the general scope has always been Marshall Road to Vandenberg to
Loop Road and back to Military Road and to Redmond Road as a loop
around the City and then attaching it to the Jacksonville cut-off for
access to Oneida.
It was the consensus of the Planning Commission to delay approval
until after the public comment period.
ANNOUNCEMENT: City Engineer Whisker announced that September 11, 2012
from 4:00 p.m. to 7:00 p.m. the Highway Department is hosting a public
input meeting at the Community Center regarding proposals for how to
three-lane from Redmond Road up to the Austin exit. He then noted
that another pubic input meeting would be held September 12, 2012 at
the High School. He encouraged attendance.
ADJOURNMENT: Chairman Keaton without objection adjourned the meeting
at approximately 7:29 p.m.
