REGULAR PLANNING COMMISSION MEETING
NOVEMBER 13, 2012

OPENING REMARKS:
The Planning Commission of the City of Jacksonville,
Arkansas met in regular session on November 13, 2012. Chairman Keaton opened the meeting at approximately 7:00 p.m. expressing appreciation to those in attendance.
ROLL CALL: Commissioners
Jim Moore, Avis Twitty, Joe Ott, Eric McCleary, and Alderman Bill Howard answered ROLL CALL. Chairman Keaton also answered roll call and declared a quorum. PRESENT (6), ABSENT (3).
Others present for the meeting were City Attorney Bamburg, City Engineer Jay Whisker, interested citizens, petitioners, and press.
CORRECTION AND/OR APPROVAL OF MINUTES:
Alderman
Howard moved, seconded by Commissioner Moore to approve the minutes of the regularly scheduled Planning Commission meeting of 8 October 2012 as presented. MOTION CARRIED.
PUBLIC HEARING(S):
REZONING 2200 Marshall Road Landmark Baptist Church
Chairman Keaton opened the public hearing at approximately 7:01 p.m.
Mr. Kevin Hayes, Church Administrator represented the request.
He stated that the request to rezone is for the purpose of constructing a multi-purpose facility on the property. He related that there would be gymnasium, adding that the Church would
host community events such as basketball tournament. He then added that the Church plans to start an upward basketball program for the community.
With no one to speak in opposition,
Chairman Keaton closed the public hearing at approximately 7.02 p.m.
City Engineer Whisker outlined the original boundaries consisting of 10 acres, noting that the north half was sold
to the Arkansas Federal Credit Union. He related that this item was discussed during last month’s Planning Commission meeting, explaining that it would also serve as their church in
the interim until a new church is constructed to the front of this building with a parking lot.
Chairman Keaton noted that the rezoning request is from M-2 to C-2.
City Engineer
Whisker answered that the water tank in vicinity of the property will be replaced with a 2 million gallon water tank. He noted that it would improve area water pressure.
Commissioner
Moore moved, seconded by Commissioner Ott to approve the rezoning of 2200 Marshall Road from M-2 to C-2 as requested. MOTION CARRIED.

City Engineer Whisker reminded the Commission that a public meeting is being held at the Community Center to discuss Jacksonville schools. He related that the meeting started at 7:00
p.m. if the Commission would like to attend.
ADJOURNMENT: Chairman Keaton without objection adjourned the meeting at approximately 7:04 p.m.
