RESOLUTION NO. 3 8 9 ( #12 - 871
A RESOLUTION TO CONTINUE THE WAGE FREEZE ON SALARIES OF ALL CITY
EMPLOYEES FOR THE 1988 BUDGET YEAR, ORIGINALLY IMPOSED WITH THE
PASSAGE OF THE 1987 BUDGET; AND FOR OTHER PURPOSES.
WHEREAS, the City of Jacksonville has experienced drastic
cuts in revenues; and,
WHEREAS, the City of Jacksonville has had to increase cer-
tain taxes in order to meet the current obligations of the Budget
and the obligation of the Use Tax Judgment; and,
WHEREAS, there can be no salary increase without increased
revenues and no increased revenues are available without imposing
additional taxes; and,
WHEREAS, the Arkansas State Constitution and laws require
the City of Jacksonville to maintain a balanced budget,
BE IT, THEREFORE, RESOLVED BY THE CITY COUNCIL OF THE CITY
OF JACKSONVILLE, ARKANSAS, THAT:
SECTION 1: The wage freeze on salaries as set out in the
1987 Budget is needed in order to insure a balanced budget for
1988.
SECTION 2: The salaries as evidenced by the 1988 Budget
reflect a wage freeze for salaries of all City employees for
1988.
SECTION 3: All Resolutions, Ordinances, Salary Schedules,
or any other documents regarding salaries for City employees are
hereby expressly repealed to the extent of any conflict with this
Resolution and the 1988 Budget.
SECTION 4: This Resolution shall be in effect from and
after its date of passage.
